ASPHALTIC WORKS AT THE MAURITIUS CONTAINER TERMINAL

CONTRACT NO: MPA 515/2021

The Mauritius Ports Authority is inviting bids from local bidders through the Government e-Procurement System for the Contract MPA 515/2021 –Asphaltic Works at the Mauritius Container Terminal as more fully described in the bidding document.

Bidding exercise shall be conducted through Open National Bidding method according to the rules and regulations of Mauritius.

The Scope of works within the Contract includes:

Section 1: Asphaltic Concrete Repair Works (Duration: 30 days):

  1. Testing of the existing asphaltic road with Benkelman Beam Deflection tests to determine the extent of repairs.
  2. Milling of the existing asphaltic concrete surface to a depth not exceeding 100mm.
  3. Repairs to the damaged area comprising of scarification and laying of compacted crusher run.
  4. Laying of asphaltic concrete base course and wearing course inclusive of prime and tack coats.
  5. Patching and local repairs with asphaltic concrete
  6. Laying of white and yellow thermoplastic road paint

Section 2: Repair works at the settled run on slabs on the southern end (Duration: 60 days) -

  • Careful removal and recovery of the existing precast concrete interlock paving blocks Careful lifting and storage of the run on slabs
  • Scarification and Compaction of damaged portions
  • Supply, lay and compact 300mm thick Graded Crushed Stone 0/31.5mm
  • Supply, lay and compact 300mm thick Cementitiously bound granular mixture (CBGM)
  • Careful Lifting and reinstatement of the run on slabs in position
  • Laying of concrete interlock paving blocks

Bidders should have the following minimum qualification to be considered as eligible for the project:

  • Valid registration certificate with the CIDB under the grade that will enable the contractor to perform the works quoted for, under the following class(es) Civil Engineering Construction Works - Grade: A;
  • Experience in at least two (2) projects as prime contractor in the milling and upgrading/resurfacing of roads(classified) of a nature and complexity equivalent to the Works over the last five years, each of value not less than MUR 5.0 Million per project; and
  • Other qualifying criteria mentioned in the bidding document.

 

The Intended Completion period are as follows:

  • Section 1: Asphaltic Concrete Repair Works: 30 days from the start date of the works; and
  • Section 2: Repair works at the settled run on slabs on the southern end: 60 days from the start date of the works.

Pre-bid Meeting

Bidders or their designated representatives are invited to attend a pre-bid meeting on Wednesday 19 May 2021 at 10.30 hours in the Conference Room, Ground Floor, Mauritius Ports Authority, Mer Rouge, Port Louis.

 

Submission of bids

Bidding documents may be downloaded from the Government e-Procurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system:  MPA/IFB/2021/51

Bids for the above must be submitted online on the e-Procurement System at latest by Tuesday 15 June 2021 at 15.00 hours.

Bidders who have submitted bids online by the closing date and time shall decrypt and re-encrypt their bids from Tuesday 15 June 2021 as from 16.01 hours up to Thursday 17 June 2021 at 14.00 hours.

Bids will be opened online at the Mauritius Ports Authority on Thursday 17 June 2021 at 14.05 hours in the presence of bidders or their representatives who choose to attend.

The Mauritius Ports Authority reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.

 

Registration of bidders on the e-Procurement System

All potential bidders are kindly requested to register their companies on the e-Procurement System, as registration is mandatory for a supplier to submit a bid online. You may wish to refer to the manual and video available on the “How to?” menu of the e-PS website for information about registration.

Furthermore, it is mandatory for bidders to use a Digital Signature Certificate (DSC) for encryption/decryption of their bid data and for digital signing of bids. A DSC for the e-Procurement Class can be purchased from the Certification Authority eMudhra through Mauritius Post Ltd by applying online on the website https://www.emudhra.mu/.

In order to initiate suppliers on e-PS, the Procurement Policy Office organises regular training sessions on the e-Procurement System. These training sessions are usually held at the Procurement Policy Office, 8th Floor, E. Anquetil Building, Port Louis, Mauritius, over 2 half days and include a theoretical / demonstration component on the first day followed by a practical session on the second day.
