CONSULTANCY SERVICES FOR THE UPDATING OF THE PORT MASTERPLAN
CONTRACT MPA 552/2022

The Mauritius Ports Authority is inviting proposals from suitably qualified Consultancy Firms through the Government e-Procurement System for the Contract MPA 552/2022 – Consultancy Services for the Updating of the Port Masterplan as more fully described in the bidding document.
The bidding exercise will be conducted through Open International Bidding method according to the rules and regulations of the Republic of Mauritius.
Consultants operating in the construction sector have a statutory obligation to be registered with the Construction Industry Development Board (CIDB) of Mauritius. Consultants are advised to consult the website of the CIDB cidb.govmu.org for further details concerning registration of consultants.
Submission of Proposals
Proposals (Technical & Financial) must be submitted online on the e-Procurement System at latest by Tuesday 26 July 2022 at 15.00 hours (Mauritian Time).
Consultants having submitted proposals online by the closing date and time shall decrypt and re-encrypt their bids from Tuesday 26 July 2022 as from 16.01 hours (Mauritian Time) up to Thursday 28 July 2022 at 14.00 hours (Mauritian Time).
Technical proposals will be opened online at the Mauritius Ports Authority, H. Ramnarain Building, Mer Rouge, Port – Louis, Republic of Mauritius on Thursday 28 July 2022 at 14.05 hours (Mauritian Time) in the presence of consultants or their representatives who choose to attend.
A pre-proposal conference will be held online on Wednesday 22 June 2022 at 13.30hrs (Mauritian Time).

The Mauritius Ports Authority reserves the right to accept or reject any proposal and to annul the bidding process and reject all proposals at any time prior to award of the Contract, without thereby incurring any liability to any Bidder.
Registration of bidders on the e-Procurement System
All potential Consultants are kindly requested to register their companies on the e-Procurement System, as registration is mandatory for a supplier to submit a bid online. You may wish to refer to the manual and video available on the “How to?” menu of the e-PS website for information about registration.
Furthermore, it is
mandatory for bidders to use a Digital Signature Certificate (DSC) for encryption/decryption of their bid data and for digital signing of bids. A DSC for the e-Procurement Class can be purchased from the Certification Authority emudhra through Mauritius Post Ltd by applying online on the website
https://www.emudhra.mu/.
